Although Rihanna rocked some questionable threads (and lyrics) in 2009, she has dressed her ass off and stunned us with some of the year's best fashions on numerous occasions. But it was a close call between RiRi, Amber Rose, and Lady GaGa (lol). Looks like she has some competition for 2010.
